Municipal Law

We act for cities, towns, villages, hamlets, rural municipalities and northern municipalities of all sizes across Saskatchewan related to any legal issues that a municipality may encounter.  In providing our services, we work with Councils, municipal committees, municipal boards and municipal administration.

We guide municipalities in all areas, including:

• Drafting, reviewing and assisting in the administration and enforcement of bylaws
• Advising on municipal governance and jurisdictional matters
• Resolving inter-municipal disputes
• Advising on property tax assessment and appeals
• Drafting inter-municipal agreements including cost sharing, servicing and others
• Negotiating municipal funding and grant agreements
• Advising and negotiating municipal borrowing and lending
• Assisting with municipal procurement 
• Negotiating and drafting of operating agreements, supply agreements and management agreements
• Advising on municipal infrastructure projects using various types of procurement models, including design-bid-build, design-build, progressive design-build, construction management, P3 and integrated project delivery
• Creating municipal corporations and related governance structures
• Advising on municipal planning and land development, including drafting zoning bylaws, land development policies, and development and servicing agreements
• Acquiring and negotiating lands and easements required for municipal roads, utilities or other municipal uses 
• Facilitating municipal transactions relating to the sale, lease, subdivision and development of land

We also act on behalf of public, corporate and individual clients in relation to subdivision, development and zoning approvals, municipal assessment and taxation, and expropriation. Our lawyers have extensive experience appearing before municipal councils, boards of revision, the Saskatchewan Municipal Board and at all levels of court.
